Can people clock in from their phone?

Yes, from the iPhone and Android app, as well as the computer.

Is recording working time mandatory?

In Spain, yes. A daily record of working time has been mandatory since 2019 and must be kept for four years.

Do I need to buy a device?

No. Each person’s phone, any tablet as a kiosk or the computer will do.
